    「制裁は何も生まない」、「対話が大事」というロシア擁護の意見がありますが、それは違うと思います。和平には話し合いが必要です。しかし、理屈の通じない暴力で迫ってくる相手を交渉の席につかせるには、「暴力を続けるよりも話し合いをした方が得だ」と思わせる外部環境を作る必要があります。
