In a Cold War context. If you think we have that now with China all I can say is I don't agree and we're not close.

without nuclear missiles close to Florida, not many Americans cared about Cuba even in the Cold War context. Without the exile community in FL it would have fallen off the map, electorally. Which Chinese ppl govern 23 million Chinese ppl on the other end of the globe matters?

The Soviet Union was an existential threat, and after 9/11 Islam could be sold as one for a few years at least. IMO there is no way you can spin internal Chinese conflicts that way, but it doesn't mean they are not going to try.
