Many are saying ‘project manager’. I don’t think I’ve ever worked at a company with such a job title. Sounds...government-y or non-tech.

Incorrect. Any non-startup tech company that isn't into scaled Agile for real has armies of them. They're necessary to grease communication and coordination amongst teams once you get past a certain team size or have multiple teams working on the same finished product.
