The US has much more competent state capacity at the state/local level than the Federal, at least when it comes to domestic infrastructure and policy.
I got my shot yesterday at Oakland Coliseum, and it had many national guard people there. checking, seems like FEMA is big part of that site, as per this article. The Oakland Coliseum site is just a small cog in the Bay Area's vaccination operation. There are dozens of other local sites that have similar operations at various scales. I got my shot at the Albany Bulb site and my wife got hers at Kaiser. Both sites were running well.
