The US has much more competent state capacity at the state/local level than the Federal, at least when it comes to domestic infrastructure and policy.
Seeing the same in Dallas: Fair Park with National Guard help is running 1000s through everyday. Multiple 20 lane drive thru vaccination facilities. Probably capable of doing 100+ people a minute.
