None of this will happen. We don't even have a national ID card. The only country that's implemented anything even close is Israel.
It will die in cross-agency workgroups that will deliver their reports in March 2023.

I would agree with Antonio but I think that they're going to happen between countries. Most countries are not where the US in terms of vaccination, and eventually the US is going to have to protect the gains it has made.
That currently includes most countries in Asia, Europe and LatAm, so there will be a need of something of that kind for international travel and tourism to resume
