All these non-Americans ranting and raving about American decline in English on an American service, citing the minutiae of American current events which they all faithfully follow--while Americans remain wholly ignorant of their worlds--and the irony never seems to hit them.

Without US military support, Portugal isn't going to be invaded. This decade. But in the long run, while it's unlikely Spain or France turn imperialist again, it's not impossible. And a regime change in Morocco might lead to trouble.

The thing is, I've noted you're a bit obsessed with Europe for some reason. Western Europe is also decadent, though in different ways. When people say the US is in decay, they're thinking of Asia. That W. Europe is also decadent is no good news for the US, not a reason to gloat.
