Well, the line is currently drawn at what’s included in Canada’s Criminal Code, specifically sections 318 through 320. That’s a good place to start.

#s are infinitely malleable. The print run could have been 300,000 (and half could have been trashed immediately after printing). They could be suggesting that 4 people would read one copy. Who knows!
