Any system has finite resources and has to prioritise them. The NHS is a badly-run bureaucracy and doesn't do that prioritisation well, but it has to do it. Insurance companies do it too. (Maybe better).

The Evans case is quite separate, to do with other problems with British society: a general low priority given to parents vs the state's view of the interests of a child, and (arguably) a "humanist" emphasis on reducing suffering vs saving lives.

In general, the British health system (unlike the Canadian, I believe), is very happy for you to pay for your own treatment instead of using the NHS. That is not the reason they are killing Alfie Evans.
