The normal working of human nature. When we do this thing, it's in the best interests of humanity and peace as we are benign and generous. When they do it, it's because they are evil, selfish and drown puppies for amusement.
That bit is normal, and not particularly interesting. The really important and noteworthy thing is that nearly everyone believes them. My real point is that even if you don't believe them, you have to pretend to, just to take part in other debates.

The principle, of course, carries all the way down through the like-minded community. The unquestioning acceptance, to use a currently topical word, might almost be called a form of shibboleth.
