We need a federated foundation, like the one we are building on IMAP https://www.theregister.co.uk/2017/10/12/openxchange_imap_chat_killer_app/ …. Extending IMAP gives us a huge footprint (our @dovecotmail is used by 75% of all deployed IMAP servers)
There's been as much work done on the protocols as is doable without a significant user base. But there is no user base because hosting a social network costs money.

How many internet users use IMAP? On second thought I suppose it's normally there behind the webmail but not exposed. I mean, go for it, I wouldn't want to discourage, I run a dovecot server myself... but it looks like a long shot.

"Social Media" today means video sharing. Hosting that requires a revenue base of some kind.

Oh *that's* where the "50% of email accounts" are hiding -- ISP mail accounts that nobody uses. OK, ISPs could host a chat service extended from their mail service.
