But why assume anything? In a sane world, this would be a major matter of public discussion, locally, not something to casually guess at. Factor A: people are scared to bring the question up because of the race issue. That's understood.

Factor B, less understood: Protecting children is the responsibility of local government. It is hard to convey just how stupendously incompetent local government in Britain is at everything it does.

So I just downloaded the "Preventing Sexual Exploitation Strategy Action Plan" from the Luton Council website. It says it's updated every 4/5 weeks, and the document was last modified December 2015.

The "Luton Today" has a piece on Freddo chocolate bars dropping in price by 5p, but hasn't asked the Council what they have done on CSE in the last two years.
