i.e. some property is of such little value to its owner that it is acceptable for those who value it to take it. Arguably rights of way are related, though those can have other justifications.

Of course while the logic of the comic is defensible, the assumptions are anomalous. In general stolen goods are worth far less to the thief than to the victim.
