yes it's a really comprehensible and clear term. They're liberals, like Adam Smith, but in a modern context. "Neoconservative" is much weirder & I think just defined by analogy with neoliberal

but in practise I think it's much more widely applied than the term 'liberal' i.e., as "any movement toward markets regardless of starting point", so perversely Sam's strategy of appropriating any positive change in the world as 'neoliberal' actually fits !
