The point of the charities is that, being run by the King, who is an absolute monarch, they are essentially equivalent to state welfare.

They are formally charities rather than state welfare in order to allow the intervention of responsible discretion.

bswud made a good point about charity, and I agreed with his post. What's the problem? he is right, charity is terrible at fixing poverty.
