      Absolutely right. Unfortunately crazily right-wing. One novel advocates a system whereby votes only go to adequately qualified people.

      actually I think he advocated that everybody would have a vote, but that people with property, or education etc would have extra votes....

      He got that idea from JS Mill's 'On Representative Government'. Mill was a curious character - a 'hang 'em & flog 'em' on the Bench.
