Victorian Britain managed with basically no immigration controls because for a huge % of the global population intl. travel was impossible.
The world has changed just a little since 1901. Travel is easier & safer than ever. We have instant cheap comms with loved ones far away.
If it were possible in e.g. 1880 for tens of millions to arrive every year, as it is now, I think they might just have introduced controls.
