If it were transmitted via a dedicated server, ISPs could trace people connecting to it, but on Telegram they're camouflaged by other users

Availability of end-to-end encryption doesn't invalidate that, since direct links give away *more* to traffic analysis.

Alternatively, government could be as ignorant of the technology situation as they seem, that's hardly far-fetched.
