The picture is State Street, right? I was there mid-90s, didn't look like that but white flight from downtown had started.
I see white flight & destroying the city for parking/highways as related phenomena, but not the same thing
Note the area of the "old" picture is the background of the "new" picture

Incidentally that is where the relationship between climate and car-centricness made itself obvious to me.
Was 100F when I was there. Pretty sure 0F is not uncommon in winter. I love walking, but not in those conditions.
