deindustrialisation happened mostly after the city was already taken to pieces. Maybe makes it harder to rebuild, but didn't cause decline

The picture is State Street, right? I was there mid-90s, didn't look like that but white flight from downtown had started.
I see white flight & destroying the city for parking/highways as related phenomena, but not the same thing
Note the area of the "old" picture is the background of the "new" picture
