e.g Luton has 8X the population it had in 1900. Should there be 8X the crime? Is having, say, 6X the crime really an improvement?
Old photos of cities look more crowded than today, though population was much smaller. Is population the right denominator for crime trends?

In other words, how much of the drop in per capita crime is due to us spending nearly all our time in cars or in secured private buildings?
