Do sequels often suck because the success of the first was luck, or is there something about the nature of sequels that pulls them toward suck?

If a story is well-designed, there's no reason to expect that another story involving the same characters will work as well. They have completed their stories. I am a supporter of remakes over sequels. Tell a new version of the story, don't try to extend it into a second story.

Agreed that extending a story rarely works; what I think makes the difference, be it either sequel or remake, is creating a different genre of film with those characters or story. The best sequels are different movies entirely- sadly we don’t see this enough with remakes.

The best sequels are different movies entirely -- yes.
