We do get the impression the authorities are soft on aggressive displays of minority identity. Maybe that's just because we focus on the things that make us angry, but I suspect that action taken (like Mr Azfal's) isn't publicised for the usual reasons.

i.e. that drawing attention to such misbehaviour stirs up resentments and extremism. But allowing us to believe it is being tolerated stirs up much more, and also undermines the deterrent effect of taking action in the first place.

This could be the main bad effect of the system of reporting restrictions that Tommy Robinson fell foul of. Because there is no contemporaneous reporting of a trial, we are less likely to know when an event like the demo pictured resulted in a conviction.
