Oh my god I have this fight so often. The only arbitrary limitation to your 'target audience' should be age limitations for mature themes really. No upper age. No gender. No ethnicity.

The ONLY exception to this would be someone stating something ideological, like 'Our target demographic is young men in order to challenge their toxically masculine ideologies, and we have developed with that in mind, but overall our audience is all gamers'. etc.
