Unless I'm mistaken Twitch doesn't have an actual donation feature and also all widgets etc that shows or reads donation messages on stream are things added by the streamer them selves. So I don't really see how Twitch can makes rules that will protect the streamer from this.
I'd imagine they could ban the account that's using the platform to advertise for commercial gain outside of their TOS? Although it could be bypassed by creating new spam bots. Guess I'll add @streamlabs, @StreamElements, @nightbotapp to the discussion too, bc this is disgusting.

1) How do you ban a company from Twitch? Is anyone working there not allowed to have an account? 2) When everything goes through a 3rd party platform, there's no certain way of tying the actions to any Twitch user and banning them from Twitch won't stop them from doing it.

To stop this you would basically have to block their method(s) of payment, unless everyone decide to stop taking anonymous donations.
