I kind of like the idea, personally, but I still believe it's kind of scummy. So... how would I improve it? Have a presigned sponsorship deal with the streamer, and use this type of thing as the ANNOUNCEMENT of said sponsorship to the community.

Totally. As I said in the original post, just sponsor the streamer properly and that way you're also making sure your advertising in their space is consensual - instead of violating their private stream for your own random product that's got nothing to do with them.
