Completely agreed, on both counts. 1) How much a candidate wants to work at a place has *zero* bearing on their qualification for a position. 2) Portfolio and CV are more than enough to demonstrate candidate experience and skill. That's an interesting take. I think of the cover letter as a good place for a candidate to talk about what they're looking for and address in advance any questions their CV might raise, e.g. if they're trying to change careers

We don't usually expect to see a portfolio for programmers, so that makes a difference too

Yeah diciplines makes a huge difference; for art, portfolio is without a doubt the most important piece, more than CV even in my opinion.

Yeah portfolio is role dependent. And obv if your CV doesn't match up at all with the role you're applying for then a cover letter should def be included to explain and justify. But most times that's not the case, and it's just so unnecessary...
