You're not taking into consideration just how expensive it is (both money & time wise) for a company to list, scout, interview, hire, [relocate], train up & then let go of an employee.
"Cycling through newhires" is FAAR more expensive than just a better salary for 1 employee.

Depends on the position, country, legal restrictions on keeping staff in limbo with no real job security and so on. But I don't see a lot of companies that would rather keep on experienced staff if they can get new people for less. Even if it means training them over and over.
