Might be a silly fix but in some VR games you can modify the pitch of your voice. I regularly see kids, women and men modifying their voices so you can't recognize who they are and I think it diminishes some harassment 
Just like @lucyamorris said, that puts the onus on the victim. We shouldn't be teaching women that they have to pretend to be men to not get harassed. We should be teaching men to not harass them!
