Yeah even though the instinct of most people is that of vengeance and "justice" it is generally a lot more efficient to combat crime by rehabilitating criminals - to my knowledge.

So the choice as I see it is basically between what feels good and what actually works.

Honestly, this is why we NEED progressive leaders. We need to move on from concepts of biblical punishment to a system of compassion. On that note, I think a Universal Basic Income could help resolve many of the reasons crimes are committed in the first place.
