IIRC, I had the same problem ages back. I imagine you've done these already, but disabling and reenabling the backup and sync feature might force it to reset. Clearing the app cache or manually uploading each photo might also help.
Yesterday I tried to upload photos to @pixelsmixel's & my shared Google Album when our wifi died. Ever since we got back to the hotel last night, it's been stuck on this. Yep I've cleared the cache & I've tried uploading other photos but that's not working either. I can't cancel or pause this upload. It just goes back to this upload screen every time I connect to wifi. (It's not related to backup tho - I'm just trying to upload to a shared album).

Have you tried renaming the first photo of the bunch or some other shit like that to try and get google to not recognise what you’re doing? Or simply uploading something unrelated from a totally different time first?

They're just travel photos on my phone, so I can't rename them, I don't think? And I've tried uploading others, but they just don't upload...
