Super not okay to do to adults or children. I can't even fathom how this got started. It has to be nearly as much work as real pockets.
It's predominantly on women's clothes; they're there to be decorational as the designer prefers the outfit to maintain a 'slim figure'. The people designing women's clothes back in the day preferred women to be pretty rather than functional (which is how handbags became a thing).
