This isn't the federal site. The Biden administration is distributing tests through covidtests.gov. The site the OP shared is a nonprofit community health worker site, which is distributing tests separately.

Pretty impressive — the free covid test ordering site is taking orders now, a day *ahead* of the announced launch. (I wonder if this is a test for all users or just some users?) covidtests.gov
