3. The majority relies on "major questions" doctrine to hold that Congress was not sufficiently clear in the scope of the power it was delegating to the EPA. This has *enormous* implications not just for climate change, but for administrative law more generally. A huge decision.

Why? USBR had three reasons: 1. Lake Powell emergency decision to not release as much water downstream. 2. A terrible, terrible winter with very little precipitation. 3. Deepening drought conditions in the Southwest this spring, which has increased the usage.

People love to say that the media only focuses on the worst-case scenarios, which NEVER happen. Well, Lake Mead's worst-case scenario for this month, back in its big August report, was an elevation of 1,057 feet. It's currently 1,049 feet.

Scoop: DOE is announcing a massive investment in 4 direct air capture hubs. When built, each should be capable of removing over a million tons of CO2 per year (removing 1 million ton of CO2 is like taking ~200k gas cars off the road).
