Many argue (& I often believe) we haven’t really learned an idea until we use it, eg in a project.
What about abstract ideas like ontology?

Right. It’s abstract, but I think their work roughly is a project using the concept, testing its boundaries & consequences.

one could argue that using in a project requires same lvl of understanding as being able to teach it

Yes! Having a detailed discussion, articulating+defending views, etc can push on understanding in much the same way as a project.

narrowing the scope of what constitutes an "idea" to be something that must be "used" seems naively limiting.

seems to me you can still "do" philosophy in the same way. Provide demonstrations or refutations of propositions, maybe?

also true of abstractions! I find I “use” an abstraction in the “project” of making an explanation I couldn’t make.
