One way to fix the South Bay's shortcomings might be for the state to hold the various cities accountable for their housing shortages.

San Jose suffers from some tragically awful urban design decisions but is at least trying to turn its act around.

It would also help if the big companies were near population centers instead of smeared across the least dense parts.

In several cases (e.g. Menlo Park, Palo Alto), cities are adding office space while refusing to add residential.
