I'm not an Android person, but that makes me think Google could also build a home-field advantage.

Sure, they’ve got a VM. They could allow ads to be served from isolated processes, etc.

You can make money off impressions, but significantly less than engagement.

faking impressions in the background is trivial. Faking engagement would be a lot of work.

Why? Pretty sure I could do it fairly easily on iOS for any non-iAd network.

Sure, to some degree (there are many tricks one can use), but not to the same degree as the Android apps.

also fake impressions are easy to hide. Abnormally high conversions would be easy to detect.

I just don't think fake engagement is what this report is claiming. Ad fraud is a cheap volume biz.
