I don't think they're suggesting the apps are simulating taps. They're just creating fake impressions.

I'm pretty sure that just means automated periodic ad refreshing, which should be paused in the background

both iAd and Admob (on Android) complain and do not count hidden views AFAIK. “Banner not visible”
