Is there a name for when dotted quarter notes are laid on top of a 4/4 beat like this? Dan Deacon does it a lot

I find it really hard to read!! (compared to e.g. dotted quarter followed by eighth-tied-to-quarter)
And it's definitely a pattern I've seen exclusively in modern music, probably to do with DAWs and loops
