i mean like i want to be able to compile and deploy to iOS 8, which i assume has a million dependencies

you might need to compile llvm/clang yourself but i don’t see why you couldn’t do this.

and I doubt you'll be able to deploy to a device without a current xcode?

so long as you have the current ddi files for iOS 8, i don’t see anything stopping you installing and debugging.
