Sounds like the filed issues should have more comprehensive reproduction steps?

maybe. Don’t know how to build a tool that does that though. Do know how to split verify and close.

My point is, issues should contain enough information for _anyone_ on the team to verify it adequately.

The issue's not so much that the originator must verify—bugs aren't getting independently verified at all.

That is a problem, but one that should be solved by good testing processes, IMO.

For instance, verifying fixes to closed issues before releasing. Fixes could clobber each other anyways.

That may or may not belong in the issue workflow, but I don’t think it’s really about the originator.
