Jira doesn't enforce this, but it lets you implement process where coder marks as "fixed", then assigns back to QA to close.

I really want the tool to make that process not only enforced but invisible. Marked as fixed *means* assigned to QA.

Jira can be set up to do that too. Rather than “Fixed”, a ticket can go to “Ready for QA” then QA picks it up.
