Another key piece of workflow I miss: assigning a bug to someone to *screen* vs. to *fix*. Assigning feels so *weighty* in most tools.

jira has totally customisable issue statuses and actions. I don't use it anymore but it can probably do what you want

@transition_io JIRA is very complete. But you have doc “how we use JIRA” explicitly, otherwise the bells/whistles eat people
