Jira doesn't enforce this, but it lets you implement process where coder marks as "fixed", then assigns back to QA to close.

I really want the tool to make that process not only enforced but invisible. Marked as fixed *means* assigned to QA.

I know fogbugz supports this workflow. Resolved by implementer which assigns to opener to close.
