I wonder if someone could just put qr codes on those signs so one could check their phone and see a very clear layout of when it's ok to park, maybe even get notifications when parking ends...says the guy who got way too many tickets in LA...

One of the things about the US almost all speaking the same language is that there's no pressure for international, ideographic signs. In places like Europe there's more pressure for that, I think.
