Is there a journal where designers can submit papers about things like "This is when modals are a good idea" or "Here are the tradeoffs between a spatial (e.g. snapchat) vs. iconographic (e.g. google maps) navigation system"?

I mean, CHI publishes this kind of thing, but not with the kind of epistemics an industry designer would use. Nielsen Norman?
