any resources on how design-centric cultures are fostered, any norms/base conditions, esp around technical products? would greatly appreciate any resources, books, etc :)

The most consistent route I've seen is for a founder or senior exec—someone who's in all the critical approval paths for hiring, culture, and product work—to have good taste and to care fiercely about cultivating that for the org. The former often comes thru apprenticeship.
One way to look at this: like most cultural choices, design-centrism is best defined by what it sacrifices. Many startups have a value like "anyone should be able to experiment with a new feature in prod." Not OK in design-centric. Eng loses a lot of agency; often velocity too.

Design-centrism generally means that design is necessarily a bottleneck for everything, so you must hire and arrange chains of commands accordingly.
I wish I knew of good books / talks / articles on this topic! Will be interested to see if you find any.
