What are the best textbooks (or comprehensive primers) which are freely available online? Ideally as web content, not as PDF.

Have you checked out SICM? It’s like SICP but for classical mechanics with lots of simulation.

I should have assumed you had-it seems like rewriting SICM in something that compiles to js would both be useful in making it more amenable to live edits and also might afford extracting a framework for similar works.

A staggeringly huge project indeed! All of SICM and Functional Differential Geometry now work in the browser and on JVM... I've just finished the slog of retyping the entire FDG book, all math etc so I can actually push the FULL book into the browser too.
