Of course, as Devon points out, we're nowhere near the efficient frontier for the space/access tradeoff (parking space rules, poor street layout, etc). I wonder if these inefficiencies dwarf the distortions due to the game-theoretical conflict? Or vice versa?
How could we tell? Diffs of diffs across cities?
