+ Support serious LaTeX [Substack--]
+ Make it easy to write in a text editor & then upload [Wordpress--]
+ Support comments [Jekyll on GH--]
+ Are clearly around for the long haul, & widely used

I don't think that exists, alas. I wouldn't trust any SaaS for 20 years, if that's the requirement. One simple + time-tested approach: make + pandoc. (e.g. ordecon.com/2020/07/pandoc)
Comments will require a dynamic web server, so I'd suggest embedding them as an iframe—so that if there's some problem with them, they won't affect the static HTML.
I hear good things about Commento; you could self-host it on a $5/mo droplet if you wanted
